About the Position

Reporting to the Director, Patient Information and Privacy, the Senior Decision Support Analyst will provide corporate and program support in the collection, analysis, reporting, and utilization of data and information to support decision-making, performance measurement, and quality improvement. This role is strategic in nature where critical thinking and long-term visionary planning is a key requirement.  Responsible for both internal and external reporting requirements and will work closely with all programs, management and the Senior Leadership team to provide timely, accurate and comprehensive data and analytics to support evidence-based decision-making.  Supporting Senior Leadership through data and analytical based decision making to enable meaningful decisions to achieve and sustain operational success. This is accomplished through the development and use of dashboards, reports, data and analytics to support evidence-based decision-making.

Duties & Responsibilities:

  • Support the development and implementation of a strong foundation for decision support and data analytics which supports the strategic goals and direction of NGH and WHGH;
  • Provide corporate and program support in the collection, analysis, reporting, and utilization of data and information to support decision-making, performance measurement, and quality improvement;
  • Responsible for both internal and external reporting requirements and will work closely with all programs, management and the Senior Leadership team to provide timely, accurate and comprehensive data and analytics to support evidence-based decision-making;
  • Provide support in the development and proactive planning of annual operating plans, particularly with respect to program planning, indicators, measures;
  • Act as a subject matter expert with regards to data quality, standardization and analytics. Responsible for identifying and recommending improvements to ensure high quality and accuracy specific to data collection and use;
  • In collaboration with user groups, review department source system outputs and identify the integrity and control issues and coordinate the resolution of any issues;
  • Combines knowledge of patient care, informatics concepts, and change management to effectively address the information and knowledge needs of NGH and WHGH to promote safe, effective, and efficient use of health information;
  • Utilization of patient data information from various sources such as CIHI, Winrecs database, CCO, IDS, OHA, ALC and other patient assessment databases to assist in the development of clinical pathways and decision support tools;
  • Establish data standards consistent with MIS, OHRS, CIHI, and other applicable frameworks (ie. GEM). Link/data quality between MIS and CIHI;
  • Develop reports for decision-making and impact analysis including reports for CCO, WTIS, BORN and HSAA and MSAA variance reports and other strategic/priority targets (eg. LOS and conservable days);
  • Identifies areas of opportunity with respect to routine reporting to increase efficiency and reduce manual work;
  • Provide timely, accurate and reliable data to deliver outcome improvements and cost control;
  • Provide analytic support on the budgeting process;
  • Act as the subject matter expert on new and emerging Health System Funding Reforms; such as Growth and Efficiency Model (GEM), Quality Based Procedures (QBP) and Patient Based Funding;
  • Improving data literacy in the Educate directors, managers and clinicians on clinical data reporting practices, the application of Case Mix Group methodologies, such as CMG/CACS/SCIPP/RPG/RUG and its impact on healthcare funding models, such as CPWC, HBAM, HIG and QBP;
  • Act as a liaison between Health Records and Finance for reporting needs;
  • Establish and maintain partnerships with internal and external stakeholders.

 

Position Qualifications:

  • Under graduate degree in Health Informatics, Analytics, Health Information Management, Business Administration, Health Sciences, Engineering, or equivalent;
  • Certified as a Health Information Management professional (CHIM) in good standing and current member with the Canadian Health Information Management Association (CHIMA) preferred;
  • 3-5 years’ experience in a decision support or analytics environment; healthcare experience is preferred;
  • Proficient in report writing using tableau and crystal report writer, Excel, and other business intelligent tools;
  • Experience working with data from NACRS, DAD, IDS, and intellihealth, etc.;
  • Knowledgeable with the Canadian funding models and tools and quality improvement projects;
  • Comprehensive knowledge with CIHI clinical and administrative data/databases, OHA analytics, IDS, health indicators, determinants of health, MOH funding models, Case Costing, workload measurements, benchmarking, CCO databases, ALC, research protocols and healthcare, regulated professionals, financial legislation;
  • Expertise in identification of service populations using CIHI data, patient day analysis by population groupings, selection of criteria defining LOS per population, case volumes, impact analysis of volume changes and weighted cases;
  • Excellent interpersonal, communication, presentation and customer service skills;
  • This role is strategic in nature where critical thinking and long-term visionary planning is a key requirement.
  • Demonstrated expertise in data quality and clinical information best practices
  • Advanced knowledge of MS Office products
  • Demonstrated ability to interpret data, formulate recommendations
