Andrew MacDougall
Andrew is Executive Director, Community Health & Seniors Care at Health PEI, where he provides executive leadership for community-based healthcare and seniors’ services across Prince Edward Island. He has also served as the organization’s Interim Chief Operating Officer, contributing to strategic and operational oversight at the provincial health system level.
With approximately 30 years of experience in healthcare, including more than 20 years in progressive leadership roles, Andrew has built a diverse career spanning community health, long-term care, hospital administration, quality improvement, risk management, and health policy. His previous leadership roles include Provincial Director of Long-Term Care and Administrator of continuing care facilities and community hospitals, complemented by consultative positions focused on quality improvement, risk management, and organizational performance.
Andrew holds a Bachelor of Business Administration from the University of Prince Edward Island, a Master of Business Administration from Heriot-Watt University in Scotland, and a Master of Health Administration from the University of Ottawa. He is a Certified Health Executive (CHE) and has completed the Public Sector Leadership Development Certificate through the University of Prince Edward Island. He is also a graduate of CHA Learning’s Risk Management & Safety in Health Services program.
Andrew served on the national Board of Directors of the Canadian College of Health Leaders from 2014 to 2020. As a member of the CHA Learning faculty, he brings extensive executive leadership experience and a practical understanding of health system improvement, supporting learners as they develop the knowledge and skills needed to lead within Canada’s evolving healthcare system.
