Cindy Penner

Cindy Penner is a Certified Health Information Management professional with 38 years of experience spanning health information management, health records, coding and data quality, decision support, healthcare technology, and organizational leadership. Now retired from full-time work, she continues to contribute to the profession as a member of the CHA Learning faculty.

Cindy’s career has included front-line, management, and senior leadership roles across healthcare organizations in Ontario and Manitoba. Most recently, she served as Director of Patient Record Services at The Ottawa Hospital from 2015 to 2023. She previously held roles as Corporate Manager of Coding & Data Quality at The Ottawa Hospital, Manager of Health Information & Decision Support at Arnprior & District Memorial Hospital, and Director of Patient Information Services with the Brandon Regional Health Authority. She has also provided health records consulting services to Correctional Service Canada.

Cindy’s experience extends to healthcare technology and education. As Director of Client Services with MED2020 Health Care Software, she worked with health information technology implementation, training, and client support. Earlier in her career, she served as Coordinator of Computer Education at Brandon General Hospital.

Cindy holds a Bachelor of Health Administration from Toronto Metropolitan University, formerly Ryerson University, and a Diploma in Health Record Administration from the Saskatchewan Institute of Applied Science and Technology. She is also a graduate of The Ottawa Hospital Leadership Academy and holds a Certificate in Health Record Technology from Red River Community College.

As a CHA Learning faculty member, Cindy draws on her extensive experience across health information practice, leadership, technology, and education to support the development of future health information professionals.
