Shannon Moore

Shannon Moore is the Clinical Change Lead for Shared Health Emergency Response Services in Manitoba, where she supports clinical operational change management and the development of a provincial emergency response system. As a member of the provincial leadership team, she helps connect provincial healthcare initiatives with front-line implementation, ensuring system improvements reflect the needs of patients, healthcare professionals, and communities across Manitoba.

With more than 25 years of experience in ground and air emergency medical services across several Canadian provinces, Shannon has built a career focused on improving patient safety, healthcare quality, and clinical operations. During the past decade, she has specialized in leadership, patient safety, clinical quality improvement, accreditation, and evidence-informed practice, drawing on experience from emergency medical services, acute care, and provincial healthcare systems.

As an educator, Shannon is passionate about helping learners develop the knowledge and confidence to improve healthcare systems. She believes meaningful change happens when healthcare professionals work together, share ideas, and learn from one another. Her vision is for every patient, healthcare professional, and healthcare leader to have a shared understanding of how the healthcare system can provide the safest possible care. Outside of work, Shannon enjoys spending time with her family, participating in long-distance running events and triathlons, and embracing opportunities to learn, teach, and solve problems collaboratively.
